中度颱風昌鴻來襲，馬總統10日上午在中央災害應變中心與北北基、桃園及宜蘭等縣市首長視訊，了解防災整備，但宜蘭縣長林聰賢視訊結束後，即與縣府主管離席，畫面僅留下整排空蕩蕩座位；台北市長柯文哲則表示，暫不需中央協助。
馬總統視訊連線時，特別關心被氣象局發布為警戒範圍的宜蘭縣為何未停班停課。宜蘭縣長林聰賢說，因風量跟雨量均未達標準，所以未宣布停班停課，國軍針對孤島效應的村落也已做好配置，研判只有頭城沿海一帶有短暫風雨，童玩節則休園1天。
林聰賢與馬視訊結束後，不管其他縣市長還在向總統視訊簡報，即起身離席，畫面僅留下整排空蕩蕩座位。
柯文哲連線時說，北市目前僅數起零星輕微災情，市府已準備好機動抽水機具，並加強危險地區疏散撤離準備，另將透過各種系統宣導民眾盡量減少外出。
馬總統說，因北北基桃前晚宣布昨放颱風假，影院、KTV都湧現人潮，或許大家平常出門沒感覺，但如今有風有雨，可能增加災害機會，並強調颱風天非必要最好還是別出門。
