第一場副總統候選人電視辯論26日舉行，雖然三位副手很少談到兩岸、國防及外交等總統職權，但仍炮火四射、刀來劍往。親民黨副總統候選人徐欣瑩一開始就直指，民進黨執政時期，全球爆發SARS，台灣是最後一個被除名的疫區，質疑民進黨政府的表現；但民進黨副總統候選人陳建仁則回應，台灣抗煞的表現深受WHO（世界衛生組織）肯定。
徐欣瑩提問時表示，2003年爆發SARS，當時台灣的致死率全球第二、總病例數全球第三，且是最後一個被疫區除名的國家；今年台南登革熱大爆發，死亡211人，一年感染病例是21年來的總和，到底是甚麼原因，無法控制疫情，陳建仁是前衛生署長，可否告訴她這是誰的責任？
防煞 陳批北市未協調
陳建仁回答，當時台北市政府跟衛生署沒有協調，像和平醫院封院，雙方決策不一樣，當和平爆發院內感染，一發不可收拾；他當衛生署長把台灣700多家醫院篩檢站、發燒病房建立起來，3星期控制疫情，努力被世衛認可，這是台灣為什麼在2003年被邀請到世衛大會分享經驗的原因；至於登革熱，關鍵問題在病媒蚊溫度高時活耀，今年碰到暖冬，病媒蚊不容易控制。
陳建仁則對國民黨開攻，左打違反黨內民主機制進行「換柱」，右攻國民黨主席朱立倫是六都施政滿意度排名最後，而王如玄在勞委會主委任內，不滿意度高於滿意度，要如何說服人民把國家交給他們手上？
助弱勢 王責蔡未出力
國民黨副總統候選人王如玄則回應，她從年輕就開始參加婦女運動，曾參與制定《民法》親屬篇、《性侵害防治法》、《家庭暴力防治法》等，針對的都是底層弱勢需要照顧的民眾；她抨擊民進黨總統候選人蔡英文，「蔡英文在民間時，可曾協助過任何一位性侵害、家庭暴力的被害者嗎？」
